Serbian MoI is authorized to issue qualified electronic certificates on the identity documents (ID cards) for foreign citizens.
The certificate for authentication is written to the chip of ID card during the process of personalization. ID card holder collects ID document personally along with a sealed envelope containing the PIN (Personal identification Number) which is necessary to use the certificate.
QUALIFIED ELECTRONIC CERTIFICATES ISSUING PROCEDURE
Foreign ID card holder shall submit a request and sign the contract to obtain a qualified electronic certificate for digital signinig.
The qualified electronic certificate is written to the foreigner ID card chip immediatly after submitting the request and signing the contract in the police station.

UNBLOCKING PIN PROCEDURE
If the PIN is forgotten or lost the ID card holder shall submit a request for issuing a PIN unblock. A new four-digit PIN shall be generated in the PIN unblocking process.
If the wrong PIN is entered three times, the PIN will be blocked. In that case, the ID card holder shall submit a request for issuing a PIN unblock.
PRECONDITIONS FOR USING THE ELECTRONIC CERTIFICATES
For using the electronic certificates for digital signing it is necessary to install following software:
TRUST EDGE ID APPLICATION
TrustEdgeID represents middleware for ID cards for foreign citizens and depending of operating system platform it is possible to download 64 bit or 32 bit versions of following software.
Celik application is used for reading and printing public data from an ID card chip. It also contains additional options for changing a PIN, certificate viewing and verifying data from the chip.
