Serbian MoI is authorized to issue qualified electronic certificates on the identity documents (ID cards) for foreign citizens. Issuing qualified electronic certificate on ID card for foreign citizens is FREE OF CHARGE.

Every ID card have the certificate for authentication and it is written to the chip of ID card during the process of personalization. ID card holder collects ID document personally along with a sealed envelope containing the PIN (Personal identification Number) which is necessary to use the certificate. Foreign ID card holder can obtain a qualified electronic certificate for digital signinig but only on his request. Maximum certificates validity period is five years. Certificate validity period is depending on validity period of ID card.

The Ministry of Interior (hereinafter „MOI“) as a Qualified Trust Service Provider (registered on May 7, 2018 in the Register of Qualified Trust Service Providers by decision number: 345-01-258 / 2018-12) provides qualified certificate issuing service on ID card in accordance with the Law on Electronic Documents, Electronic Identification and Trust Services in Electronic Commerce ("Official Gazette of RS ", No. 94/17) and the Regulation on requirements for the provision of qualified trust services ("Official Journal of RS ", No. 37/18).

The MOI is responsible for providing a comprehensive certification service which includes the following:

• user registration

• certificate creation

• distribution of certificates to users

• lifecycle management (renewal, suspension, reactivation and revocation of certificates)

• providing a reliable and publicly available certificate status verification service.

The MOI has defined the general terms and conditions for providing qualified certificate issuing service, and they are specified in the following documents:
